I want to thank you for all the help. I was finally able to complete the inspection/registration. Eventually the the importer found a suitable VIN code which is like GC8-xxxxxx for JDM Imprezas.

That was my initial thought too. I just need to prove that this is the case. Usually one can ask for the importer to do the comparison but the Subaru importer here in Finland does not want to help.
