You could try subaru, i know a few people have bought them direct from them and they come pre-painted.

I think this has come up before, its actually cheaper to buy them new from Subaru in the colour your car comes, assuming it is an STi colour, because of course, only the STi's have the foglight covers, than it is to buy second hand ones and get them painted.
