guard lip rolling

hey guys just put new tyres on my liberty and keep rubbing. Riped the lip out once, paint slightly cracked. Don't know why,

same size as what was on it when I bought it 215/45/17. Read story in Perth Street Car but can't find now on a mobile dood in perth. Does anyone have any details on him?
Please help round a bouts no fun any more!
