Its always advisable to change the end links. Factory makes them rubber and they tend to flex a bit and hence can get sloppy.
Whether you're going 22 or 24 front/rear is a personal choice, ie understeer or oversteer or neutral. Finding what you're most comfortable is part of the modding game. Don't jsut take someone's word for it, experiment with it if you can and make your own judgement.
