Its caused by people putting hid bulbs into reflector housings that are by design for halogen lamps to refract light and provide more light than a standard halogen can provide. HID light then refracts as well due to the nature of the reflector lenses in the lights and that causes the light to scatter all over, rather than being projected, hence they blind.
End of the day no matter what hid bulb you use it will still be blinding. Temp only really affects the colour of light emitted.

Yeah if you can't afford to upgrade to projector headlights don't bother doing it. Your just going to blind oncoming traffic and you won't get the real benefits anyways.
