wondering if someone could tell me good places to go through to get a personal loan?

its not for me, for a friends, we are going to the USA in july and she wants a small personal loan for spending money, not much probably between 1k-3k. Can anyone reccomend a good place to go see, her bank only gives out minimum loans of 5k. I know theres cash converters finance but i reckon their interests rates would be high, and the rac does personal loans but was hoping someone might work in this area or know a good place to go
