Not quite... but the vast majority of vehicle owners would believe that. Like I mentioned before, there is an accountability factor and it would reflect very poorly if the sticker was completely unsubstantiated (as in your example above), also causing an unnecessary inspection fee/time off/fuel cost etc to the vehicle owner. Cops don't like "yellow peril" files (please-explain files) which land on their desk.
A reasonable suspicion that there was something wrong with the vehicle, especially something dangerous, based upon demonstrable evidence would be another matter entirely.
