Ok I've search the internet and found some answers. Firstly, the new bolts should include washers, as shown here:

Secondly, there are actually 2 different lengths for the front caliper mounting bolts....M12x37mm (#901120103) and M12x54mm (#901120131).

The shorter 37mm bolts came on all STI models EXCEPT the 2005 model which included a "tie-rod" on the back of the calipers. This required the use of longer 54mm bolts. Some pics here: GDBE用タイバーの流用

From what I could gather, Subaru found some issues with the front caliper mountings, and sought to remedy the issue by fitting a brace / tie-rod. Then for 06+ models onwards the tie-rod was no longer required because they had strengthened the actual hub carrier itself.
