I'm not sure what the liability and unallocated business is all about, but basically, you start with 0 and 'can' therefore accrue 12 before being offered double or nothing, or going on suspension for 3 months.
You have accrued 8. Rach has accrued 10.

Ah I stand corrected. I didn't realise the law didn't apply to sedans and wagons, just vans and utes. Either way, I don't think lack of seatbelt should be demerits/fine, if you're stupid enough to not wear one, you deserve it.
