The actual purpose of the vent is to create positive pressure in the cabin so that dust doesn't get sucked in. It also acts as a great ventilation source.

In the rain, the vents is definitely kept shut as quite a bit does come in through the vent and also drips down on to you and wets your pacenotes

No no dirt at all comes in as jonno has pointed out (it is used for rallying i.e dirt roads).

As for water if it rains too heavily then yes rain drips down the vent.
