get some long thread bolts and use the holes where the fog lights bolt too
there are 3 bolts on the fog lights
take one of them bolts off, take it to a auto shop (or hardware shop)
get one which is longer that will hold the cover and the fog light cover

Sounds ok... though the surface of the covers is angled. Don't know how that would look either...possibly a bit dodgy.

I guess I'll have to call Subaru and see what they have. Maybe I can screw some brackets on and glue it to them or something lol.
