not sure if you're aware but in the last couple of years the costs of electricity has increased quite a bit. Running neons will cost you extra $$ have a think about it, whether it's worth it or not. I personally don't own neons but perhaps another user can estimate roughly how much extra they pay a month?

karina knows how to get a thread popular :P dont worry about making the car custom on the inside..if you on a tight budget... pimp the car out on the outside... eg rims, brakes, spoilers, lips..list goes on

In my opinion, if you're on a budget, start with what matters most to YOU. Dont give a shit what other people think.

Do handling, suspension, braking, power etc upgrades if YOU want
Modify the exterior if YOU want.
Customize the interior if YOU want.

If budget isn't such a an issue, prioritize which is most important, and do them in that order.

Speaking from experience, there's always going to be haters no matter what you decide to do.
