A rotor is a consumable item, like tyres and brake pads. Depending on how you drive (don't need to go to the track to cook 'em) / what pads you are using, you could have gone through them in 3 years. What you will find is Subaru is making you aware of it before it needs to be done. i.e Your discs are low (still legal) so you should look at replacing them.
A word of advice, do NOT cheap out on items such as brakes or tyres. Tyres are what keeps your car on the road and brakes are what stops you hitting trees and other things. Brakes are not just pads, it is also the rotors.
No point having the nicest car in Perth if it can't stop properly.
