Yep, i had a talk with a cop a little while ago, and speed is calculated through a computer, feeding information about the cop car's current actual speed, and the relative velocity of the target vehicle - which then calculates teh target vehicle's actual speed.
That's why they can nab you for speeding towards the cop car
