If they have no qualms driving around in a stolen car I highly doubt they'll be too concerned about paying for fuel...if the plates keep changing the servo attendants won't be able to recognise the car to prevent them filling up, once the fuel's in the car all they can do is report the plate visible from the shop to Police & other fuel stations.

Only downside with it being written off/burnt out, the owner will most likely not be able to claim for the cost of the car including its new mods as they would not be covered under insurance yet I guess. But I know I'd rather that than get it back.
