Is it legal to have a locked diff in rear in a wrx converted to rwd got pulled over got to take over pits

Your RWD conversion will also need engineering aproval. (or hope they don't notice)

Lockers are not exactly subtle.

take out the locked diff and take it over and see if they notice the rear wheel drive bit... if you leave the locker in there you're fukt

RWD would probably pass no issues, but locked diff is going to be hard to disguise!
