No wank would be increasing the HP without upgrading suspension, brakes ect first....

wheel diameter doesn't mean wont fit over big brakes
its also the "offset" of the spokes
wildwood 6pots (don't know why you want this) will clear with proper 17" or 18

also, weight of the rims is not ideal if cheap china spec
jdm look deserves JDM rims

Probably should have gone 18s but was looking for something different from the crowd plus the new WRX is bigger & wider than the older shape, looking at Wilwood brakes because cant find a 6 pot setup that comes near them for build quality or price, about $2,000.

wildwood is good, better than the china spec
but AP Sport unit or prodrive is just as good at 4 pot
or the STi 6 pot

Rims are forged not cast so should be good quality I hope... & with the increased track & wide guards on the new WRX I was thinking 19s might work.
More rolling resistance less acceleration shouldn't be a issue when I start upgrading the engine to its full potential

so is the long term plan to track this with the 19 and increase HP and braking power?

Yes exactly but I was thinking 19s for the street & 18s for the track.
Was originally going to use the 17 inch factory rims for the track but Wilwood say there brakes need minimum 18 inch rims

This is my personal opinion,but I don't see a point in investing in a set of 6pot wildwood brakes if you're looking primarily for street use
Brembos are good for that
And if you want to be different, then the ap sport or pro drive 4 pots are just as good and bling, and 17' rims will sit perfect
19" rims will look great but if you driving around regularly it won't be scrub free, and cost of the tyres will be interesting, unless you go with the cheapo panda brand.
