v3 gc8 rev cut at 4500rpm

Hi Guys, need your insight, my car, GC8 v3 wrx sti type RA is currently on CEL code 33 that happens to be speed sensor or circuit error, yet the speedometer is working fine but can't rev past 4500rpm on all gears, your insights will be highly appreciated.. cheers
