Not so much intrinsic, radar detectors use a local oscillator in order to find police radar signals, in doing so they also transmit back through the horn which is called leakage.
Cheap detectors and ones that aren't RDD immune constantly give off this leakage while operational - V1 Gen 1, Whistler, Cobra, Uniden etc
