Default Cams to make frontal head restraints mandatory

For anyone who hasn't seen this yet:

CAMS TO MAKE FRONTAL HEAD RESTRAINTS MANDATORY

From 1 July, 2014 all international and national circuit races, road events and off road events, except where specifically exempted due to the type of vehicle;

From 1 January, 2015, all state circuit races, road events and off road events, except where specifically exempted due to the type of vehicle.

This does not include Speed events and Auto tests.
It's a good move over all. I assume this would not affect the Rally Sprints

RallySprint falls under Rally events, not Speed or Auto Test. So it may very well affect it.

For those cars running harnesses I expect.

I would imagine Rallysprint may choose to apply for special dispensation so that cars not fitted with harnesses are exempt.
They've essentially done a similar thing in regards to needing roll cages and harnesses for the event.

Without a harness, they would be of limited use,

The HANS (et al) need the harness to hold the brace down in the event of an accident.

Oops, I had a brain fart and didn't write that very well.

You're right of course. What I meant to say was that an event such as Rallysprint would require cages, harnesses and full fireproof suits. Event owners Targa West Pty Ltd have managed to attain exemption from this and hence non-caged, non-harnessed cars with people not wearing fireproof suits are allowed to
compete.

So in regards to the upcoming HANS device implementation, again an event such as Rallysprint would require a HANS device to be used, and again Targa West Pty Ltd would attain exemption from this.

(As an aside: If these special exemptions were not made for the Rallysprint, I would suggest that the event couldn't happen as there wouldn't be enough Tarmac-spec car numbers competing to cover costs.)
