If you like revs get a honda CBR250rr they rev to 19000rpm!

or a really big single cylinder nitro engine...

my 3cc OS engine is good for 38,000 rpm and around 2.5hp at the 1 inch flywheel!

Is there a bolt on bit I can buy to make my car rev to 9k?

hahahaha you just can't help your self can you! No bolt on required just disconnect rev limiter and rev away til you hear explosion!

to answer your question....Very easy, you will need to go to subaru and ask them to disable your rev limiter. They might not want to do it so also try any Ecutek or Verso workshop or someone that can do it using some software, simly tell them you want the rev limiter disabled, that is all. Don't tell them anything else and don't listen to what they will try and tell you, you already know it's not safe...
