If you are refering to, after the code is entered, the engine light comes on, but the fuel pump doesnt prime (as a result, car may or may not start) then, No, the recall will not fix the issue.
My car is having the same problem, but it happens more often than not now. I rang subaru today to ask about this, and they said it would be an unrelated issue, as the reason for the recall would not effect this. (always good to verify with subaru)
However, previously when I got a diagnostic done on the problem, subaru claim is a faulty alarm module, that needs replacing.

probably better (and maybe same cost?) to replace the brant with something else?

i took it to subaru, they changed my pin, cleared all my fault codes, reprogramed my keys.. didnt help still does it.

i do have a exhaust and tune.. not sure what it is..

make sure that you rip into them because it sounds like they just press some buttons and claim that it is fixed! typical subaru!.....

found out what it was.. the sensor in the key barrel, which is what i thought it was in the first place..wouldnt detect the key. think its about $330 . was under warrentee though.
