Default Solenoid faulty

I had boost problems some time ago and had car put on dyno and it was determined that the factory solenoid was faulty and wasnt operating properly. AS i wish to add future mods to the car i have decided to install a boost controller rather then get another solenoid. Have done search and not found anything, but when i have the boost controller installed and working i was just curious as to what would be the best boost to run on stock 99 gc8 with fuel punp? Car is running 9psi w/out solenoid and i dont dare to even drag a lancer she is so slow.

My question is, what would be a comfortable boost setting to run w/o putting too much strain on engine / turbo and shit. i was thinking 14-15psi?

Thanks
Brett
