Give them a call (Zac's his name), tell him you've been talking to Matt with the blue wagon, and explain to him that the vacuum lines on your car have been replaced, and you've mistakenly removed the restrictor/pill.
He may have one sitting around off and old turbo setup. If not, he can definitely get one in for you.

or you can buy the lines complete as a set (including the pill) from subaru, its about $30.

Thanks for the help everone... car is fixed now.
Ended up replacing my turbo and my up pipe and the noise has gone.

As for the boost issue got the restrictor pill in but think i need a ECU reset because i think it is in safe mode.

did you notice the exhaust get any louder or any performance increase after you replaced your up pipe (if the replacement was cat-less)?
