With that Turbo and a TMIC a semi closed 207 would not require sleeves. The pitting on the deck face is probably going to disappear when shaved and will be corrected by the head gasket.
People often underestimate the quality of Subaru's OEM liners. They wear extremely well and are to be kept if you can. If your going to sleeve then go the closed deck and don't be shy: 99.5 or 100mm! Point being if your giving away the hard hitting benefits of a 2L's 75mm crank then you need the extra cubes to make it worthwhile. Than an 81 or 83mm crank...2.7
