i was quoted $400 for a new catalytic converter for my gc8, does that seem reasonable ?

Just punch it

But all seriousness I recall getting a 3.5" 100cpi high flow for 250. Albeit for a xr6 turbo.

Oem or aftermarket?

Seems decent for MMS. Price match against RaceTorque and ASG if that's the workshop type you're going to be using.
