Yes they are legit, and yes they work in lowering the car.

Dont bank on them handling good though, cos they probably wont, and I'm not sure of the quality either.

By the time you get them here too, shipping will blow the cost out well above what you could buy a DECENT set of springs for locally.

Something you buy overseas like this may no comply with ADR's. that means
that if you have a prang and the police investigate you may get hit with a nasty
fine, or worse your insurance company may decline your claim. Better to
stick with the local product from a reputable shop.
