they are targeting the dickheads who keep driving with suspended licences as they obviously dont get the point of losing your licence. Like I was done for out of date licence and my car wasnt taken but I went and renewed it straight away

Surely they didnt seriously expect to break even with those cars, looking at that footage, most of them weren't worth the $1200 per car they said they needed to sell at, Especially since an officer also commented that they would need to be made road worth and get re-licenced.

Not entirely.

If a person is a continual offender, the court can and do impose a period of suspension on a person who has never held a licence.... the statutory penalty includes the wording; "...disqualified from holding or obtaining a driver's licence for a period of..." (emphasis mine).

So, if effect it is just like a person who holds a licence, penalty wise.
