Bullets don't just enter and exit a body in a straight line, they tend to bounce around a bit and cause a lot of damage. Shooting the guy would more than likely have killed him, but shooting the tires from that distance would have slowed him down a lot.

Frankly i am disgusted to hear that this went on for so long yesterday, and that he escaped again today. Just think of all of the overtime hours the officers will have put in and what that is going to cost John Q Taxpayer.
