use this all the time with my brother in south korea. in fact, he was who called me at kyms wedding!
think it's great. just get a dead sim that let's you use wifi, free calls..

This is massive in Singapore! I haven't downloaded it yet as I don't go near to my call allowance anyway so no real point.

Be careful with Optus data as it's my understanding that they exclude VOIP and such protocols from their data caps.
Viber is better than Skype for call quality and you do have to keep the app open to receive calls. Ensure that you use them on Wifi connections NOT 3G.
