If you have a virum evading formating and partitioning... You can do a low level format. Far more in depth than a normal format C: command.

Do a search for it, it may save you the trouble of dragging a PC behing your car.

if its a memory resident virus, nope it wont, when a format wipes the hard drive it clears the virus off the hard drive, however, when you then reset the computer the computer automatically dumps everything in memory back to the drive, and presto, your drive is now re-infected.

EDIT: this doesnt happen with all virus's, just some of them, certain types

I want some of what you're smoking.

A memory resident virus simply doesn't need to be activated, it is an autonomous critter. For the sake of your argument, lets imagine its living in RAM shitting all over my porn, or something. If I format the box, the virus will be destroyed. If you power cycle, any information stored in RAM is lost. Wonderful eh?

The only exceptions to this would be a boot sector virus or a BIOS/CMOS virus, I haven't seen either of which in years now.

If it has a virus, then the formatting will not work.

You need to remove your hard-drive, then carefully take the screws off the
cover of the hard-drive. Ignore the warning labels (they are for chumps).
Once you have the lid off and can see the actual disk platters you will need
to spray them with something like acetone to "clean" the disk fully. If
you have one handy use a wire brush also.

Put the cover and screws back on and then fire it up to see if the whole
process worked. If no luck, repeat with a more aggressive cleaning agent
like jet fuel.

Hope this helps.
