I realise that 19s will increase both the diameter & rolling mass of each wheel effectively reducing power but the WRX isn't exactly power challenged & definitely won't be when I'm finished with it

Rims are forged not cast so should be good quality I hope... & with the increased track & wide guards on the new WRX I was thinking 19s might work.
More rolling resistance less acceleration...
