I have just last week installed some headlight and fog light covers from Lamin-x Protective Films on my 01 WRX. I lost one of my old clear perspex covers on my RH Fog lamp and looked for weeks for a replacement in shops and on the Net
These are thin film laminated stick-on covers that are available in clear to dark tint.
May not protect glass against rocks but are quoted to protect against the day- to-day sand blasting and stone chips.
Dont know if anyone else has had any experience with these covers but they were relatively easy to install and look good.
I will put up some pics in a day or so.

Get a mate to go with you. See if he has a WRX or not to start with. If you cant see a car, ask him wheres the car they came off. If you keep quizzing him about it, you should be able to tell if he is lying because either there will be a hole in his story or he will get nervous / ask you to leave.

If you buy them, look at getting a UV marker and writing something on the back of the covers.
Take some photos before they go back on and store these in case this happens again in the future.

If it does happen again, rock up with photos printed off and date stamped, inspect the fog light covers and if they are yours, take them and leave.
Make a report at the police station on the way home if you want
