I see no reason to not run a high flow cat on the street. People have been fined. Not many but has happened. Given the way the rules become more anal every year, I expect it to become more of an issue.

You can smell if a car hasn't got a cat, no need to look under the car.

Dan. Smell mine the next time you stand behind it. Completely stock sized piping and stock dump pipe, however it is missing a few things you wish to remove. I have the cat housing there, but apparently there is nothing in it (I have not pulled it apart to verify this). Haven't heard the car booted without me in it so I can't say if it is loud or not, but it is definitely shitloads louder than stock.

Yours is loud and sounds good as it is anyway
