Speeding is one thing, doing a burnout in a carpark is different. I've done a burnout in a carpark once (when I was 16), it was mildly amusing for about 10 seconds. No idea why people do it - sad. So yeah they deserve to lose their cars. Reporting someone for speeding is something different. If you are an experienced, skillful driver, in a performance car driving in good conditions then I don't think you could be classed as a hoon for doing 160 in a 110. Now if you're 17, pissed, in a Commodore with bald tyres and 4 mates in the car then thats a different story.

I'm pretty sure they can't do anything without some form of evidence, so a photo/video or a (credible) witness. Even then, a witness can't be sure of the speed you are doing, etc, unless they have the proper equipment, so it would get shot down in court. Luckily under our legal system you are innocent until proven guilty, not the other way around
What they probably will do though is take note of the number of reports for each car and if an alarming amount shows up, they might monitor you a bit closely or put you on a vehicle of interest list or something. But again even then, you could probably argue that the person didn't read your license plate properly or some such. Its probably just a way to let the people that get really angry at people accelerating faster/louder than them to blow off steam. |

You need evidence full stop... otherwise its their word against urs. be it more than likely video..
However i think if there are substantial reports then the police if they have time may go and visit the culprit...

After you fill in the report and it goes through their process etc etc and a few weeks go by they MIGHT give you a call asking if you'd like to come to a station and make a sworn statement and ask if you would attend court if required.

Clarification;
You require at least photographic evidence that shows (identifiably): a) the driver b) the vehicle c) the offence and time/date verification probably goes a long way. Ive got my video camera handy for when trev comes to do burnouts out the front again. |

But if either are driving like tools they should be reported, unless they have their lights and sirens going, and the attached permission to drive recklessly.... because after all according to them, speeding is reckless no matter who it is, them included !!
