I had the Same Problem.

It would Do exactly as you decribed and also hesitate randomly and surge mainly on boost.

Replaced the AFM.

Not much Better but improvement.

Bought some new Spark Plugs (NGK PFR6B) and when I pulled out the Old ones they were the completely Wrong type ( BKR6ES -II).

I had only just bought the car and it had just been serviced -MY00 - 182,000K

I tell you what. Now its Perfect.

Check the Plugs.

iirc the BKR6ES -II are the cheap arse equivalent and should be fine if you change them every 10,000 ks, the platinums cost more but will last twice aslong (well 50,000 according to subaru at stock boost levels)

its booked in for a service tuesday so will find out whats really wrong...if it is the afm, i'll pm you

yeah, get it serviced by a specialist subaru performance garage & you will be laughing, i'd personally steer clear of rac/ultratune/autobastards etc etc
