$15k should get you alot of car TJ.. technically, MY97,98's should be worth around $8k now, maybe $9-10 for a clean, stocker with lower kms... $13-15k should 'in theory' get you a bug eye.. but we all know, for some magical reason, WRX's hold their value.. But if I had $15k right now, I'd look for a my00 wrx, for as close to 10k as I could, and save $5k for modding, rims, brakes, tyres, bars etc..

ditto on the gc8, dont touch it and then drive it till it stops.

well there you go, you have my answer for what I'd do.

The cleanest RS with the most mods I could find.
They arnt as cop bait as a wrx, and are often under estimated as my black one was many a time. Everything forwards fits to a degree making modifying and repairing an easy prospect.

Either that or a sleeper Forri.

if you can get a 99/00 for 10k, buy all the mods off my car for a cheaper price if you buy all, slap them on... get coilovers, vf34, pwr topmount, pwr intake, under manifold intake, autronics and 3"s/s tbe for around 4-5k... havent really thought about price yet, and have a nice quick gc8..
