Default Replacement plates

Some ar**hole with a tow bar has reversed into my front license plate and bumper whilst it was street parked. The bumper damage is minimal but the plate has seen better days. Anyway I enquired at the licensing department as I had cause to go there this week and to replace the pair costs about $29 BUT to get a pair for a new license number is only about $23! I am told that this is because these are already made whereas replacing the original plates takes more time and effort. Maybe I should look into personalised plates while I'm at it.

Someone damaged one of mine (personal aluminium plates) and I've temorarily repaired it. Am I to assume that personal plates remade are only $29? I was told that to get mine remade they would be the entire purchase price again?????
(although the person at DPI was having a don't give a f**k day at the time)
