Ohh harsh, Bob! :P

I managed to find they're emotion wheels from a website called pacificie tuning (Germany), but couldnt find the specific rims on the site.

Anyone have any experience with vinyl wraps or custom spraying of the lips?

Wrap is shit on wheels. Paint (as long as it has plenty of time to cure) is fairly hardy. Powder Coating is what you want.

Close enough? 17 and 18 inch shown so you can see what size you prefer.

Keep in mind the car orange and the wheel orange won't match.
