16 is low, personally I would aim for 18.

doesn't boost depend on tuner and safety of engine - hence the purpose of tuning. Maybe you need to clarify the type of tune you want such as fuel economy tune, max power tune etc..

Tuning for power of of course (not spending $4k to save money on fuel) but I still want reliability/longevity. Want drivability too so not all gains just at the top end.

Sean tuned mine to just over 18 and I asked for a safe, daily driver tune.

It depends on how u drive it. Even 20+ psi can be safe. But 18psi is the baseline imho. Just be minded, boost is not the only guideline, so is timing. U can run high boost with conservative timing and still safe.
Check with urself: Do I redline it consecutively? Do I boot it after sitting in a jam? Do I push it when weather is really hot? Do I use full boost for the first 10min from cold start? Do I use good 98 fuel and not use up the tank? I find the above situation cause knocking(10x higher combustion chamber pressure) which u dont want at high boost. Go to a reputable tuner and ask for a safe daily drive tune. They will decide what boost level you should be running, they know more than us. Typically that would be 16-18psi on a wrx.
