Default Buying a car and insurance based

hi I would like to trade my car ( 2005 wrx wrp10 vf34 coilovers gps and security system double din radio and new wheels) insured for $10500. Now the car I’m looking at a is a 2014 Liberty wgn turbo which is for sale at $28000. The problem I have is the Liberty is I can only insure for $20000 so if I pay $28000 I can only insure for 20000. So should I only offer the least amount. Help please
