Default Headlight/foglight/daytime light confusions

Just got my 2015 WRX in December, driving for one month still confuse how the headlight works.

When I turn off the daytime light, the foglight comes on, so does that mean I have to have the daytime light on all the time? The position of both the foglight and headlights are at 'OFF' position. Could this be a setting error by Subaru?

Daytime running lights are on if the headlights are off.
That's how it is designed to function.
The fog lights and the daytime running lights are in the same light. but not the same globe.
Fog lights wont turn on unless the park or headlights are turned on
