Might I just add to this converstaion the statement:

"There are seconds in the driver, there are 100th's of a second in car setup."

Clearly the most proven factor (time after time) is learning to drive your vehicle effectively to reduce handling problems, but yes of course suspension set up helps reward this type of driving further. I recommend spending at least 50% of your money on 'seat time'.
