Get a new one or check the wires.

Unplug the connector into the horn, shove a multimeter up there and get someone to hold their hand on the horn, see if it gets a reading. If not, work back from there with the meter.

Have you got an aftermarket steering wheel? If so I would check the airbag ring behind the wheel. It is hard to get a boss that will leave these in place so he may of removed this. If you want a new one they are a pain in the ass to get and usually cost approx $150 from your local firendly wrecker. This is where I would start as I killed mine fitting a new boss.
