I would have talked to Kris from Rising Sun Subaru and asked him for a full 2007 spec c long motor and trandfered that with the loom for $7k.

new 207 service heads few bolt ons and 300 hp is easy enough to achieve. Add some cams and you'll be able to push it to 350hp, look at the new performance thread for what you need to get x amount of power. Importing a motor with 65k kms on it a waste of time in my opinion.
