That will be your problem I suspect. The larger diameter rim will have less sidewall on the tyre to retain the same overall diameter. Less sidewall = less air in the tyre = usually lower load rating.

Check that before going anywhere near the licensing centre. Match the load rating on the tyre sidewall ie; 89W to the specified load rating on the sticker in the driver's door jamb. (the W is the speed rating, the 89 is the load rating. You must match or exceed both)
