These are Daytime Running Lights (DRL's) and are standard on many Euro cars and cars imported into Europe/US. There are fors and againsts for having them, this site gives the latter view.

5.30pm does sound too early but like I said its 3rd hand info. I think it is correct that you must have the headlights on if the streetlights are on

wow i just read that website, i cannot believe how moronic those people are. they have obviously never left the CBD

or have never tried to overtake a 4 trailer road train, got halfway and found themself staring at a grey car that wasnt there 10 seconds earlier
