Default Is this a bad idea?

After spending some time in Europe, I noticed a lot of drivers flashed their lights, especially on the freeways to get people to pull over if they're in the fast lane etc Seems to work fine over there. I've tried using the same technique here and some people do pull over, but I've had a couple of road rage incidents and also people even slowing down 'how dare I flash my lights'. And then there's the clueless folk, mystified as to why you're flashing your lights. Do any of you guys do that? Or if not, how do you get someone to move over?
