Have the hoon laws been modified to include private properties? Waste of time in my opinion at this stage. Besides have you actually seen how fast he is going or is it a case of just a loud exhaust?

Knock on his door and let him know it's causing issues.
Talk with other tenants about what they feel and sort it out as a group.
Put a note on his car asking to keep the speed and noise levels down
etc etc
