So long as you make them aware that you will be recording, this should be fine.

Complaints:
1. Make it known to officer(s) that you're not happy and on what grounds (only if possible- you don't want a battern up your ass etc)
2. Police station that officers are affiliated with
3. Police department complaints (as already stated)
3. Ombudsman (if they still aint listening- and you want to get away from the 'boys club')
4. Crime and corruption commision (for really serious stuff)
